This public consultation, promoted by Reservas Votorantim, presents a proposal for a methodology based on the Payment for Environmental Services (PES, or Pagamentos por Serviços Ambientais – PSA in Portuguese) with forest carbon. 

 

Reservas Votorantim, a nature-based solutions company, presents a new methodology for measuring ecosystem services, including forest carbon, through the PSA project.

The methodology innovates by including the Atlantic Forest biome within strategies that connect conservation, PES and voluntary carbon markets, contributing to the conservation of the remaining 12.4% of this biome in Brazil.

Many agendas are involved with this topic considering the urgency called for by the environmental issue. Thus, this inaugural methodology named PSA Carbonflor, presented by Reservas Votorantim and developed by the company ECCON Soluções Ambientais, has also engaged the support of specialists and researchers from Brazil and abroad.

The methodology will be available for public comment so that interested parties can provide their opinion and suggestions to make any desired improvements in the creation of a unique tool for the Atlantic Forest. Rules and definitions introduced by the following standards were considered: VCS Standard. Version 4.2. Verra – Standards for a Sustainable Future. 20 January 2022; VM0007 – REDD+ Methodology Framework (REDD+ MF), in Version 1.6, from September 08, 2020; VM0015 (Methodology for Avoided Unplanned Deforestation), in Version 1.1, 3 December 2012; VM0009 (Methodology for Avoided Ecosystem Conversion), in Version 3.0, 6 June 2014; Federal Law No. 12,187/2009 (National Policy on Climate Change, the PNMC); Federal Law No. 14,119/2021 (National Policy on Payment for Environmental Services); Federal Decree No. 10.828/2021 (Rural Product Bill – Green CPR); Federal Decree No. 11,075/2022 (Sectoral Climate Change Mitigation Plans); reports from the Intergovernmental Panel on Climate Change (IPCC) and the base text of the United Nations Framework Convention on Climate Change (UNFCCC).

We are counting on a result that will help the carbon market advance appropriately for the particularities of biomes in Brazil, including PES projects. Currently, methodologies applied internationally have not considered specifics of the country related to legislation, biomes and phytophysiognomies, the land tenure and ownership considerations, biodiversity, and other ecosystem services present in conserved areas. This generates exclusion and injustice, in addition to favoring illegal deforestation.

This initiative meets the principles enshrined in the Paris Agreement and promotes advances in the goals of decarbonization. Also, it promotes the defense of biodiversity through the conservation of forests, especially the Atlantic Forest.

About the public consultation:

The main questions to be reviewed in this public consultation are:

  • Among the possible attributes related to ecosystem services recorded in the methodology, are there other measurable ecosystem topics with relevance to add? If so, can you indicate any published references?
  • Among the possible social co-benefits present in the proposed methodology, are there other relevant ones that could be added? If so, could you indicate any published references?
  • Regarding regional issues, are there any unmentioned biodiversity attributes or social co-benefits that should be addressed?
  • Among the considered SDGs, is it possible to mention any other additional measurable indicators that deserve to be supported?
  • Regarding the proposed model for measuring forest carbon, do you identify positive and/or negative points? If possible, make a list according to relevance.
  • What do you think about the need to measure biomass and environmental services in preserved forest fragments in Brazil? If possible, explain your understanding.
  • Remuneration for environmental services needs a specific unit for commercial transactions to be possible. We chose the unit of tCO2e (carbon credits). What do you think and suggest about this?
  • Are there any additional suggestions (not mentioned above) to consider?
